"India is the second largest source of skilled migrants in Australia and we want this number continues to increase, " said Australian envoy Peter Varghese.

He said that the Australian Government will organize a promotional campaign in India during 2012 targeting Chandigarh, Punjab, and other cities in northern India.

Varghese said that Australia wanted to strengthen relations between his country and India. He also said that 300,000 people of Indian origin living in Australia, with a majority of Punjab.

Varghese spoke about the upcoming changes in the general program of the Australian skilled migration, which may make it harder for some people to benefit from the popular points-based immigration.

"Our new migration program will be more demand-driven rather than supply,"he said, but hastened to add that the rules do not target a particular group of migrants.

Varghese said that the rules would not impose restrictions on candidates based on their country of origin.

Australia has announced changes to its test for independent skilled migration points which come into force on 1 July 2011. New immigration points system will put more emphasis on work experience and qualifications of high education.

Points continue to be awarded for study in Australia, regional study, languages, community partners' skills, and finally approved one year professional. However, points will no longer be attributed to a particular profession, but the applicant must still appoint a profession listed in Australia's skilled occupation (SOL).

Age 18-24 and 33-39: 25 Points
Age 25-32: 30 Points

In addition, points can be earned for mastering the English language above competent English, a minimum score of 6 on each of the four components of the International English Language Testing System (IELTS). Winning for higher levels of English proficiency are:

"For example, the current test is an overseas student with a professional qualification in the short term and work experience in Australia a year before a Harvard-educated environmental engineer with three years of work experience relevant. "

Bowen said the new test points should ensure that Australia recognizes the "best minds" from the list of candidates.

United States Citizenship and Immigration Services (USCIS) declared they will increase fees for most US immigration services. Only the naturalization fee will remain same. The raise is an effort to close the $200 million deficit for fiscal year 2010-11.

Mainly fees are probable to rise by an average of about 10 percent. In few cases, fees will in fact drop and fee waivers will be extended to number of "fresh categories". The increase in fees will go into effect on 23 November, 2010

USCIS's resources depend closely on income resulting from fees for the services that the organization offers. Applications and petitions fees accounted for around 90 percent of its $2.4 billion yearly budget.

The fee raise is already facing condemnation. The American Immigration Lawyers Association (AILA) declared that they are "disappointed" with the fee raise and feel that USCIS is overreaching themselves in their effort to remedy their budgetary woes.

"Most of the government expenditures being underwritten by these fees are not related to the services for which fees are being paid. These are issues of public advantage, and should be finance by appropriations, not applicants," said AILA President Bernard Wolfsdorf.

"Whereas a 10 percent fee rise in and of itself may not seem high, this comes only 3 years after a 66 percent USCIS fee raise. Taken collectively, these raise bring a number of fees to extreme levels," Wolfsdorf added.

Wolfsdorf affirmed that, actually, earlier fee raise have resulted in a noticeable decline in the excellence and effectiveness of USCIS services.

USCIS received a huge entry of applications and petitions leading up to the earlier 66 percent fee raise, which resulted in huge backlogs, forces USCIS to look for assistance from external contractors to help contract with the workload.

AILA did say that there was single silver lining to the fee raise: fees for citizenship applications would not increase. Fees for citizenship raised by 70 percent in 2007, which immigrant-rights groups complained place citizenship out of reach of poorer immigrants.

Besides immigrants, other users of the website contain school-boards, police services, community organizations, and the health-care industry. The new website has multilingual information on housing, health-care, employment, schooling and other important topics.

Government financial support to the latest website was made possible through the Canada-Ontario Immigration Agreement (COIA), which was signed in 2005. According to this agreement, the Government of Canada is spending $428 million in Ontario for settlement services for immigrants.

DANISH GREEN CARD STILL POPULAR INSTEAD OF DECREASE IN VISA DURATION

The Danish Immigration Service has altered the duration of time that a Green Card can be issued from the earlier three-years to 18 months.

"In truth, the CAP is limited only to the highly skilled immigrants who are most obvious economic value. So this is unlikely to allay public concern about high immigration," the article stated.

Especially since the global economic slowdown in 2008, it has been more concern about the high immigration into Britain. The British effectively allowed unlimited immigration from the former Eastern Bloc countries which joined the EU in 2004. For some years there was a significant growth in Eastern European immigration to Britain and Ireland (who also chose to open their doors to new members).

In some cases, companies have a zero allocation certificate of sponsorship and will not be able to hire someone new for Tier 2 visa next time. Australian immigration has greatly reduced the number of jobs falling under the skilled migration program from the 400 occupations previous to the current 183 occupations. Immigration Minister Chris Evans says that the changes will help provide skilled workers needed by Australian economy. The Australian Government says that the list includes management, professional, technical and trade occupations. Immigration Minister Evans had the following to say also:

'The government amendments to the migration program to deliver skilled workers our economy needs to regions where demand for real. "

'We have already seen the rate of employer and state-sponsored skilled migrations increased from 29 per cent in 2007-08 to 55 percent in this current year.

'And the latest figures show businesses already using the new system to recruit the skilled workers they need to meet demand in Queensland and Western Australia. "

Western Australia and Queensland have seen increases in the percentage share of skilled migrants to emigrate to the states in particular:

12 per cent of permanent immigrants to emigrate to Western Australia in 2004-05. In the period 2008-09 he was gone up to 16 percent.
There is also increasing the proportion of skilled workers to emigrate to Western Australia under the program sponsored by the employer. The percentages have gone up from 16 percent to 24 percent in 2007-08 in 2008-09.
Immigration to Queensland increased from 17 percent in 2004-05 to 20 percent in the period 2008-09.

Immigration Minister Evans had the following to say also:

'Is not the government bringing in skilled migrants amendments to Australia one actually needs but focus on means of demand-driven migrants working in the professions over the economy and regions of Australia the most. "

'Labor Government recognizes the special needs of growing Western Australian and Queensland economies. The amendments to the skilled migration program to deliver tangible results for both small and large employers. '

Australian immigration is the transitional arrangements that may benefit former students and abroad present at the same time changes announced on February 8, 2010. Immigration Minister Kenney recently launched a new interactive online resource, part of the official Canadian immigration website that covers Civics, History, and Citizenship specifically for students and teachers.
The first module of the new internet based resource is called "A Fun Path to Learning" and is based on the new citizenship study guide Discover Canada: The Rights and Responsibilities of Citizenship. Through games and activities the interactive guide will help students leave about Canada's history and political institutions. There will be future modules that will help you learn about the monarchy and immigration.

"I encourage students and teachers to explore this new learning resource," said Immigration Minister Kenney. "When I launched Discover Canada: The Rights and Responsibilities of Citizenship, I said that it wasn't just for newcomers – but, indeed, all Canadians. This web tools helps promote a solid understanding of Canada's history, values, symbols and political institutions, and an appreciation of how ethnic and cultural communities have helped shape Canada's national identity."
According to Canadian Immigration the new internet based resource "A Fun Path to Learning" provides "interesting, challenging and fun learning opportunities for elementary, junior and high school students, their teachers, and even their parents".

NEW GREEN CARD ISSUED BY US IMMIGRATION

US Citizenship and Immigration Services (USCIS) announced recently that they were now issuing a newly designed Permanent Resident Card, known as the "Green Card" with a number of new security features. New technology makes counterfeiting and tampering of the card more difficult.

Below are various features of the new card:

There is a special ink that color shifts in visual designs (e.g., eagle's head).

USCIS says that "Fine-lined artwork and complex architecture incorporate patterns that are nearly impossible to reproduce."

It is now more difficult to make alterations to the photograph as this is now fully integrated into the card. The photograph is also in greater detail.

Ultra Violet Technology means that there is more accurate card authentication at border crossings.

Radio Frequency Identification (RFID) means that inspectors can read unique, 192-bit serial number (192-bits) from a distance and then access personal data on file.

There is a personalized return address on the back of the card which further enhances security and makes it easier to return lost cards to USCIS.

The New Permanent Resident Card is now green.

AUSTRALIA NEW SKILLED OCCUPATION LIST (SOL) 2010

Immigration Minister Chris Evans had previously announced the revocations of the Migration Occupations in Demand List (MODL) from 8 February 2010. Now following advice from the Independent body, Skills Australia a new Skilled Occupation List (SOL) has just been announced. This is due to be implemented on 1 July 2010.

The new immigration reforms are intended to make sure that the Australian skilled immigration program will result in new immigrants who better meets the needs of the Australian economy and the skilled labor needs in Australia.

It is expected that there will be a reduction in the number of independent skilled migrant visas. There will at the same time be an increase in the number of employer sponsored skilled immigration visas. The number of occupations on the Australia new SOL list has now been reduced from 400 occupations to 181 occupations. Australian immigration feels that the new list is in keeping with Australia's overall workforce development strategy which was developed with Skills Australia.

If you wish to gain entry to Australia on the new list you will find that the list is focused more on higher skilled level occupations requiring formal education and training. The occupations on the new SOL list 2010 include managerial, professional, associate-professional and trade occupations. The skilled occupation list will be reviewed on an annual basis. The Australian Government in their recent announcement has said that they are committed "…to a labor market demand-driven skilled migration program…"

The immigration Australia new SOL (skilled occupation list) will apply to General Skilled Migration applications from 1 July 2010. The exception to this is GSM applicants who at 8 February 2010 come under the following transitional arrangements:

If you held a subclass 485 (skilled graduate) visa or had a pending subclass 485 visa application and you apply for a permanent or provisional onshore GSM visa by 31 December 2012.

On the date of the announcement you had a pending GSM visa application.

If you are an international student who on 8 February 2010 held a subclass 572 (Vocational Education and Training Sector) or subclass 573 (Higher Education Sector) or subclass 574 (Postgraduate Research Sector) student visa you will not come under the new skilled occupation list. If you are a student in this situation you can apply for a subclass 485 (skilled graduate) visa using the current SOL as long as you lodge your subclass 485 application by 31 December 2012.

Australian immigration has commented that Australia has "…a well deserved reputation for the delivery of quality education and training…". There may still be opportunities for students to come to Australia and then remain as a permanent immigrant.

The Australian immigration changes mean that fewer people will qualify under the general skilled migration categories. Those that do qualify from 1 July 2010 for skilled immigration will need to have higher level skills or be sponsored by an employer.

In future Immigrants from non European Union Countries who wish to join their spouse or settled partner (those with permanent residence or British Citizenship) in the UK will need pass an English language test. From Autumn 2010 immigrants will need to show that they are at a high enough English ability to deal with everyday life in the UK.

"I believe being able to speak English should be a prerequisite for anyone who wants to settle here. The new English requirement for spouses will help promote integration, remove cultural barriers and protect public services.It is a privilege to come to the UK, and that is why I am committed to raising the bar for migrants and ensuring that those who benefit from being in Britain contribute to our society.This is only the first step. We are currently reviewing English language requirements across the visa system with a view to tightening the rules further in the future.Today's announcement is one of a wide range of measures the new government is taking to ensure that immigration is properly controlled for the benefit of the UK, alongside a limit on work visas and an effective system for regulating the students who come here."

The change will mean that partners will need to show basic English at A1 level which is at the same level as required for skilled workers under the Tier 2 visa scheme. You will also in future have to pass an English language test by an approved test provider. UKBA also confirmed in their news report that you will still need to show that your relationship is genuine and that you can support yourselves financially to come under a "partner" visa. At the end of two years on the basis of one of these "partner" based visas you can apply for indefinite leave to remain; This is also known as settlement. You will need to pass the 'knowledge of language and life in the UK' test and meet the new English language requirements.

Hina Majid of the Joint Council for the Welfare of Immigrants had the following to say, "Forcing husbands and wives to take language tests before they even arrive in the U.K. will rip families apart." Ms Majid went onto say, "These new rules are likely to hit people from South Asia and Africa, where English is not the main language. It may also hit women harder and discriminate most against the poorest."

The tougher English Language requirements will mean a reduction in the number of people who qualify for entry on a spouse or partner visa which help the new UK Government to reduce immigration to the UK. This is just one of a number of steps that the new UK Coalition Government will be taking to cut immigration into the UK. Yet again, it has to be said that if you wish to come under the the current more liberal immigration laws you should apply sooner rather than later.

Honkong Transit visa only issued when you have to need to passing through a country and your destination is another country. This type of visa allows a shorter period of stay which is no longer than 5 days and permits either single or multiple transit .

NORWAY IMMIGRATION

The general rule is that all foreign nationals require a visa to visit Norway. However, there are some exceptions to this requirement. Below is a list of those who do not require a visa.

SCHENGEN COUNTRIES as per the Schengen Agreement, there are no passport controls when traveling between countries which have signed up to the agreement. Citizens of these countries may therefore enter Norway freely, without having to apply for a visa. The same applies to foreign nationals who have a residence permit for one of the Schengen countries. The 15 member states are Austria, Belgium, Denmark, Finland, France, Germany, Greece, Iceland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Spain and Sweden.

Note: European countries such as Ireland, Russia, Switzerland, Turkey and the United Kingdom are not parties to the agreement.

Visa Waiver Agreement

Nationals of countries with a visa waiver may stay in Norway for up to 90 days.Visa is not required for nationals of countries with which Norway has signed a visa waiver agreement.

REQUIREMENTS FOR FOREIGN NATIONALS

Certain requirements which apply to foreign nationals with a visa waiver.

Sufficient funds to cover your stay in Norway. As a rule, you have to have NOK 500 per day that you will be staying in Norway, but if you are staying with family or friends, the amount is somewhat lower
A passport that is valid for at least three months beyond the period of your stay in the Schengen area
A legal right to return to your country of origin or other country where you have a residence permit

REQUIREMENTS FOR NATIONALS

If you are exempt from the requirement to obtain a visa for Norway, you may stay in the Schengen area for up to 90 days. You may not stay in the Schengen area for more than 90 days in the course of the past 180 days. This means that, after a stay of 90 days, you cannot re-enter the Schengen area until another 90 days has elapsed. It is your responsibility to ensure that you comply with this requirement.

HONKONG VISA REQUIREMENTS

You require a visa or entry permit to work, study, establish or join in any business or to take up residence in the HKSAR. Otherwise, you are taking the risk of being refused admission on arrival.
Visitors are required to have adequate funds to cover the duration of their stay without working and, unless in transit to the Mainland of China or the region of Macau, to hold onward or return tickets. If you want to stay longer than the visa free period allowed, you must apply for a visa or entry permit before traveling to the HKSAR.
Visitors are not allowed by law to take up employment (paid or unpaid), to establish or join in any business, or to enter school as a student, nor, except in the most unusual circumstances, are visitors allowed to change their immigration status after arrival.

HONKONG VISA PROCESS

You may apply for the appropriate visa or entry permit from the nearest Chinese diplomatic and consular mission.
As an alternative, you may also submit your visa or entry permit application to the HKSAR Immigration Department either directly by post or through a local sponsor. To shorten processing time, application forms and supporting documents can be sent by fax to (852) 2824 1133 in the first instance. However, the original copy of the duly completed application form and the photographs required should be sent immediately to the HKSAR Immigration Department by air mail. A visa/entry permit will be issued only on receipt of an original, properly completed visa/entry permit application form.
Persons who need a visa or entry permit for visit (or purposes other than a visit) should obtain the appropriate visa or entry permit before traveling to the HKSAR.

SWEDEN IMMIGRATION

A person who wishes to reside in Sweden, to be reunited with relatives for example, must apply for and be granted a residence permit before entering the country.

The visa should be complete and be entered in the passport before entry into the Schengen area.

The right to enter the Schengen area is examined every time you pass the outer border of the area. At the border control everyone who enters the area must be able to show that they have money for their keep during their visit and for their return journey home and that they have medical travel insurance and documents showing the purpose of their visit.

SWEDEN VISA REQUIREMENTS

Each Swedish mission abroad (embassy or consulate) is an independent authority and together with the other Schengen states represented at the same place it can require additional documents and make other demands. The mission can for example require that the authenticity of the signature on certain documents is confirmed by at notary public.
These requirements may change depending on the existing circumstances. It is therefore important that you check which requirements you have to fulfill in order to be granted a visa.

You will need a passport valid for at least three months after the final date stated in the visa.

You must also have money for your keep and for the journey home. The Swedish authorities have estimated that a person needs €40 (approximately SEK 370) for each day spent in Sweden. This amount could in certain instances be lower, such as in the case of a young child, if the cost of food and accommodation is paid in advance or if the applicant intends to stay with relatives or friends. You can prove that you have sufficient money for your keep by, for example, producing an account statement from your bank or a document showing that the person inviting you to Sweden promises to cover all expenses during your visit.

Medical travel insurance which covers any costs that could arise in conjunction with:

emergency medical assistance
emergency hospital care
transport to your home country for medical reasons.
The insurance should cover costs of at least €30,000 and be valid in all the Schengen countries.

To enable the authorities to process your application you must state clearly:

why you are visiting Sweden
how long you intend to stay in Sweden
how you will support yourself during your time in Sweden
the type of passport you hold and how long it is valid
where you intend to travel following your visit to Sweden
if you have a permit to travel to the country you intend to travel to after your time in Sweden.

FINLAND IMMIGRATION

The Schengen countries have agreed on what countries are free of visa requirements and what countries are under visa obligations.

If you are a foreign national requiring a visa, you must always have one when entering the Schengen area. If you would ordinarily need a visa but have a residence permit valid in one of Schengen countries, you do not need a visa to enter another Schengen country if the intended duration of your stay is less than three months.

FINLAND VISA REQUIREMENTS

A Schengen visa is applied for from the embassy or consulate of the destination country. If the country from where you are applying for a visa does not have a Finnish embassy or consulate, you must apply for it from a Finnish mission in the nearest country to your own. For example, if the country of destination is Finland, you must apply for a visa from a Finnish mission. In certain cases Finland may be represented by another Schengen country, from which a Finnish visa may be applied.

You need the following documents when applying for a visa:

The insurance indemnity should be at least EUR 30,000 and should insure you in case of sudden illness or accident (including travel home) and include transportation home in the event of your death..The application form should be accompanied by other documents indicating the purpose, conditions and duration of your visit. These can include tickets, confirmed hotel reservations and a private or official letter of invitation. The invitation may be written in free-form but must include details of the host organization or individual, and the your date of birth, address, passport number, and purpose and length of visit. If the visit is a private one, it is worth mentioning the relationship between the host and the guest, for example whether she/he is a friend, spouse or relative. Please note that an invitation is not a guarantee that a visa will be issued.

You may need to supply further details in addition to those mentioned above, such as the route of your journey, means of transport, details of your return journey, income, property and details of your employment.
You must have sufficient funds to cover your stay - at least EUR 30 a day..Underage children require parental consent if they intend to travel unaccompanied by a parent or guardian.

The embassy or consulate may also want to interview you to ask about the purpose of your visit..By signing the application you are responsible for the accuracy of the information you have given.
You must sign the form personally. If the form is unsigned or someone else has signed it for you, the application will be denied.

If you can settle in the United Kingdom under the business person category.

Business visas are issued to business travelers who possess signed import/export contracts or who are traveling to visit companies, make commercial contacts or evaluate investment opportunities;

Adoption of a Brazilian child.

RENEWAL OR ISSUE OF RNE CARD

The issue or renewal of the RNE card (Registro Notational de Estrangeiros, the Brazilian ID issued to non-Brazilian citizens who hold a Brazilian Permanent Visa) is not a service provided by the Consular Section of the Brazilian Embassy. It can only be obtained or renewed at the Federal Police in Brazil.

Foreign Citizens who have a Permanent Visa application’s register number should not leave Brazil until they receive their Permanent Visa and the RNE card. Those who leave Brazil before receiving the RNE and hold only the register number must apply for a Tourist Visa before traveling back to Brazil, because the register number is not valid for entrance in Brazil.

Although the US Department of Homeland Security accepts the RNE as a valid identity document, some airline companies do not accept it nor the register number as a valid travel document.

If you have applied for a Permanent Visa and for a Brazilian RNE and are traveling out of Brazil only with the register number, or if you hold an expired Brazilian RNE or an expired register number, or if you hold a Brazilian RNE but do not have a Brazilian Permanent Visa stamped on your passport, you must to apply for a Tourist Visa.

Belgium Immigration Information

To apply for a visa for a short stay (up to 90 days) in Belgium, you must submit the following documents to the embassy or consulate responsible for your place of residence:

1. A valid travel document (e.g. national passport) in which a visa can be affixed . This travel document must be valid for three months longer than the visa.

2. A visa application form correctly completed, signed and accompanied by two recent passport photos bearing a true likeness to the applicant.

3. Documents proving the purpose of your trip (e.g. a letter of invitation) and the circumstances of the planned stay (e.g. hotel reservation, staying with a private individual).

4. Documents proving that you have sufficient means of subsistence, covering both the duration of your stay and your return journey:

- Either your own financial means (e.g. hotel reservation, cash, cheques and credit cards accepted in Belgium, an employment contract, bank statements, proof of enrollment on the trade register and/or of professional activity);

The guarantor's financial

A pledge of financial support is specific proof of means of subsistence. It offers a solution in situations where you cannot prove your own solvency. Through this pledge of financial support, a Belgian national, or a foreign national resident in Belgium, acts as a guarantor for your period of residence, your return journey and your medical costs. The guarantor should ask for the pledge of financial support (also called Annex 3bis) at the municipality (commune/gemeente) of his/her place of residence. The guarantor does not have to be the issuer of the invitation. When the pledge of financial support has been authenticated by the municipal authorities, the original document must be submitted to the relevant embassy or consulate, within six months of the authentication, together with:

* a copy of the guarantor's last three pay slips or any other (official) document proving his/her solvency. In the case of a family visit, the guarantor must earn at least 800 euro net per month + 150 euro for each of the guarantor's current dependents and/or + 150 euro for each person invited. In the case of a visit to friends, the guarantor must earn at least 1,000 euro net per month + 150 euro for each of the guarantor's current dependents and/or + 200 euro for each person invited;

* a copy of a document proving that the guarantor is of Belgian nationality (identity card) or has authorization to stay in Belgium indefinitely (residence permit).

Given that the number of current dependents is a factor in determining the solvency of the guarantor, it is also advisable to submit proof of the make-up of the guarantor's family together with evidence of any family benefits received.

5. Proof that you are the holder of a valid travel insurance policy, either individual or group, covering the cost of repatriation on medical grounds, urgent medical treatment and/or urgent hospital treatment. As a rule, you must take out insurance in your country of residence. If your host takes out the insurance for you, he/she must do so in his/her own country of residence. To find out which insurance policies are accepted, you should enquire at the relevant Belgian embassy or consulate. The insurance must be valid throughout all of the Schengen countries and must cover the whole duration of the stay. The minimum cover is 30,000 euro.

6. Proof of transport arrangements (return ticket): as soon as your visa application has been approved, you must submit a return ticket (in your name and non-transferable) in order for the visa to be issued.

You only need submit the return ticket and travel insurance policy once the Belgian embassy or consulate informs you that your visa has been granted. This is to avoid unnecessary expense on your part. However, the embassy or consulate may ask you to submit proof that a return ticket has been reserved.

The United States L1 visa is a non-immigrant visa which allows companies operating both in the US and abroad to transfer certain classes of employee from its foreign operations to the USA operations for up to seven years. Canadian immigrants will find it quicker in future to have their qualifications assessed. The new Pan-Canadian Framework for the Assessment and Recognition of Foreign Qualifications will mean that Canadian immigrants will find out within one year whether they can be licensed or registered to work in certain fields. This was announced recently by the Honorable Diane Finley, Minister of Human Resources and Skills Development

and Co-Chair of the Forum of labor Market Ministers, and the Honorable Jason Kenney, Minister of Citizenship, Immigration and Multiculturalism.

"Attracting and retaining the best international talent to address existing and future labour market challenges is critical to Canada's long-term economic success," said Minister Finley. "Ensuring that foreign credentials and qualifications are assessed and recognized in a timely manner will enable newcomers to maximize their talents."

"This framework is another important step in paving the road to success for Ontario's newcomers," said the Honorable Michael Chan, Ontario Minister of Citizenship and Immigration. "This builds on the plan our government already has in place to help newcomers get licensed in their field and get jobs."

The framework states the following:

* Governments across Canada will work towards better pre-arrival services.

* Assessments should be fair, transparent, consistent and timely across Canada

* There should be improved workforce participation services for newcomers.

"A priority of this government has been to make our immigration system more competitive globally and more responsive to Canada's needs," said Minister Kenney. "This framework complements initiatives such as the Action Plan for Faster Immigration, as they make our immigration system better meet the needs of our labour market. We want newcomers to be able to use their skills and work to their full potential. It's good for them and good for the Canadian economy."

UK STUDENT TIER 4 VISA BAN APPLICANTIONS FROM NORTH INDIA, NEPAL & BANGLADESH,UK IMMIGRATION NEW POLICY

UK immigration has announced a ban on applications from students in North India, Bangladesh and Nepal. From 1 February 2010 no new applications will be accepted under the Tier 4 student visa of the points at the following visa application centres:

    * North India - New Delhi, Jalandhar and Chandigarh

    * Bangladesh - Dhaka, Sylhet and Chittagong

    * Nepal - Kathmandu

There was a huge increase in the number of UK student visa applications made in the last three months of 2009; 13,500 application were made in Northern India compared to 1,800 applications in the same period of 2008.

UK Visa offices have had difficulty coping with the number of applications. There have also been concerns that many student visa applications are not genuine. Some visa companies have been encouraging people to apply for student visas as a way of staying in the UK on a long term basis. However, it is interesting to note that the UK has itself been encouraging students to spend more time in the UK. For example many students after completing their studies in the UK can then apply for a Tier 1 Post Study Work visa enabling them to work in the UK for two years. After Tier 1 PSW you may then be able to apply for Tier 1 General which leads to settlement in the UK.

The British high commissioner in Delhi, Sir Richard Stagg, said that steps would be taken to prevent abuse of the system. UK Visa offices will be making additional checks on visa applications. Visa applications in the above locations are suspended. This will be reviewed at the end of February 2010.

Jeremy Oppenheim, head of the points-based system at the UK Border Agency, had the following to say:

'The points-based system gives us the flexibility to act to maintain the integrity of the visa system, while processing legitimate applications fairly, thoroughly and as quickly as possible.

'We continually check and monitor all student applications and education providers to ensure that they meet the required standards set by the points-based system. As a result of this routine monitoring and an increase in applications, we have temporarily stopped accepting new applications from North India, Nepal and Bangladesh while we carry out an investigation to ensure they are all genuine.

'We will take tough action against those who attempt to abuse the system.'

It should be noted that UK Universities and colleges are very dependent on fee income from overseas students including income from Indian students. Some overseas students are paying over GBP20,000 a year in fees. Overseas students may pay three times the rate of home students. Many UK educational institutions would be in financial difficulties if they did not have overseas student fee income.

The Diversity Visa lottery program issues 50,000 immigrant visas each year to people who come from countries with low rates of immigration to United States. In the visa lottery, a computer randomly chooses winners from those who apply. Those selected through this lottery program are able to file for permanent residency in the U.S. and can also bring a spouse and unmarried children under the age of 21.

To be eligible, an applicant must a native of, or the child of someone born in, a country eligible for the visa lottery. In addition, an applicant must either hold the equivalent of a high school diploma or two years of work experience, within the past five years, in an occupation that requires two years of training or job experience. There is no fee to enter the visa lottery, but if selected, an applicant must pay a fee for an immigration visa and a visa lottery surcharge.

The U.S. Department of State announces the visa lottery each year through press releases and on the State’s department’s Web site. Generally, the department issues instructions for participation in the lottery each August, with the actual selection process following in October of the same year. A winner receives notification by May or June of the next year. The visa is issued approximately one year after the lottery selection. Only those selected receive notification.

The visa lottery divides the 50,000 visas each year among six geographic regions. Regions with lower rates of immigration receive a greater number of visas. No visas go to citizens of countries sending more than 50,000 immigrants to the U.S. in the previous five years. Only one visa lottery entry per person is allowed and must be completed electronically. The entry requires information including name, date of birth, and city or town and county of birth.
